  1. «WHAT» is represents the problem, its solution and what parts fit together to form it. “WHAT” must be DONE to solve the problem or issue.

3. «WHEN» The final and any intermediate result will be achieved during the problem solving process. “WHEN” the process of solving will begin with all parts of the delegation checklist.

  1. «WHERE» the problem and its components will be solved. Here, in addition to the geographical location, the organization is sometimes also indicated;
  1. HOW MUCH” and what specific resources will be required to solve the problem and achieve the desired result and any part of them;
  1. HOW” “by what exact path” (method, way) the problem will be solved;

  1. FROM WHOM WHAT” “from whom and what exactly” resources or intermediate results will be obtained to solve the problem and any part of them;
  1. WHO WHAT” “to whom and what exactly” results, including intermediate ones, will be transferred during the course of solving the problem and any part of them;
  1. WHY” this responsible person must solve this problem and any part of it;
  1. ELSE” who else is responsible for the problem, its solution and any part of it. What “ELSE” is included in the problem and its solution. When “YET” the solution to the problem will begin or it will be solved. How many and what “ELSE” resources will be needed, etc.
